I think humans are born with some traits innately defined by genetics, and that those traits often happen to be of empathetic value. Someone may, however, be born with destructive, deviant behaviour, but I certainly wouldn't call that the norm.

There are many aspects of society which may erase most of the empathetic value of a human being, when we teach children to ignore suffering or show hate towards a certain individual - or at least lead by example into that way of thinking.

I think the odd concoction of nature and nurture, (and a small dash of free will curiosity) brings about more empathy in some humans than it does others, but I do think there are people who are willing to change even after they've become accustomed to violent, bigoted, or ignorant norms. However, I'd say change is harder for most the older they are, unless something really shakes them like a traumatic event.
