What sort of ways does the cyberpunk part manifest in their technology and culture? Is it just a stylistic influence or do they actually have cybermatrices and datamongermancers? Are they all technominers or do they still have to call their friend from bridge club's niece for help building a bitblossom on their dot-egg?
It depends on where you stand in the society. Your average civilian is probably only casually aware of whatever the kids are into these days. Information Age tech is taken for granted, but all the cutting edge cybernanocomputers are solely for the wealthy and the black market. Among the wealthy, body modification is common and most employ cyborgs for their security and technomancers to keep their data safe.
Youth culture is pretty much exactly like the 1995 movie hackers. Kids wear neon, skate around in parks at night and talk about the latest ICE-cracks for jacking data.
