Cersei keeps her daughter locked in a gilded cage, far from any betrothal. Jocasta wouldn't have it any other way: she's capricious, casually cruel, and adores weapons, from a jeweled hairpin she uses to ruin every tabletop in the castle to the gilded crossbow she fires at portraits when bored.

When Tyrion slaps her, she kicks him right back and screams the castle down.

It's easy to imagine she would have tried to wear the most unremarkable outfits possible — just to avoid angering Catelyn any further. Not that it would have helped, of course.
