Many characters define Mako as a puzzling, nonsensical "slacker". She's scatterbrained, uninhibited, simpleminded, and naive. By most measures, her intelligence is low. However, she is surprisingly persuasive. Her bizarre, humorous Hallelujah speeches speeches are often effective in persuading or inspiring Ryuko to a specific end. Her famous "Get Naked" speech, as well as her speech in episode 12 (when Ryuko enters "Monster Mode"), are the best examples of this.
How are her speeches so effective if she has low intelligence?
It's because of two things: the very fact her intelligence is low, and the likable, trustworthy personality that results from her low intelligence.
1. Mako's Intelligence (Or Lack Thereof)
Mako apparently didn't pick up on the near-universal custom of bodily modesty.
There are many examples of this. One of the most memorable comes from episode 1, when she was used as a hostage. Rather than being concerned for her life, Mako was concerned that everyone will see her underwear and that she should have worn her lasciviously-attractive underwear that day.
Mako seemingly doesn't know which topics are taboo.1 In her episode 3 Hallelujah speech, she talks about Ryuko's bosoms in a way that would be extremely inappropriate in most circles.
If Mako had learned about bodily modesty and taboo topics, she would be uncomfortable by the skimpiness of Senketsu's active mode. Even if she wasn't, she might have minced words for modesty's sake, making her speech less effective.
Furthermore, Mako is inconsistent at evaluating danger, straddling the line between foolishness and bravery. She jumps into situations that could result in great physical harm just to argue something.
In episode 3, she gets in between Satsuki and Ryuko and interrupts their battle with a speech. For context's sake, Satsuki is the feared dictatorial goddess-emperor of Honnouji Academy, who recently demonstrated the enormous power of her kamui, so Mako getting in Satsuki's way to help Ryuko is a great risk. However, it pays off: Ryuko is persuaded to "get naked"---accept the skimpy nature of Senketsu's active mode---and properly achieve Life Fiber Synchronization.
In episode 4, Gamagoori, upon seeing Ryuko in her pajamas, perceives her outfit as a mortal insult. Mako gets right next to Gamagoori (seemingly sneaking up behind him to do so) and argues that it isn't a mortal insult. Gamagoori, for context, is the chair of the Disciplinary Committee, a muscular, towering zealot-drill-sergeant well-known for corporeal punishment of misbehaving students.
Mako assumes Gamagoori is ignorant (that he doesn't know what pajamas are) and furthermore demands he wears pajamas "like everyone else". Whether Gamagoori wears pajamas after this point is speculation, but Mako does succeed in persuading Gamagoori to excuse Ryuko's wearing of pajamas.
If Mako could consistently evaluate danger, her speeches wouldn't be so effective. Her episode 3 speech wouldn't have been so effective if shouted from the sidelines where it was safe, as it would be harder to hear and furthermore not so personal.
2. High Charisma
I speculate that part of the reason Mako's "Get Naked" speech worked was simply because Ryuko liked and trusted her. Why did Ryuko like and trust a girl she barely knew?
Ryuko hates when people lie to her and put on airs and pretenses. Mako doesn't do that, probably because she's too simpleminded. Therefore, it's possible her naive, simpleminded nature endears her to others, making her more trustworthy and likable.
How much Ryuko trusts and likes Mako is illustrated by her reactions to Mako complimenting her body and touching her in episode 3. When Aikuro did something similar in the same episode, Ryuko was clearly very uncomfortable and aggressive.
Even Gamagoori seems a little concerned about Mako, to the point of being reluctant to fight her. In episode 15 (9:15 to be precise) he says: "Makanshoku?" in a concerned-sounding way. Later in the same episode, he says: "You will drop that scissor blade. Otherwise I'll show no mercy, even if it's you."
(Mako's charisma does its limits, though: Gamagoori still sentenced her to hard labor preparing for the Tri-City Raid Trip in episode 13.)
Conclusion
Some of Mako's actions would be improbable if she were more intelligent. No person of ordinary intelligence would talk freely about the things she talks about, or take the risks she takes.
Her low intelligence also leads to a simpleminded, naive personality, which people readily trust.
In conclusion, she is highly persuasive not despite her low intelligence, but because of it.
She also isn't aware of the taboo of bodily waste, though it doesn't pop up often like the taboo of nakedness/bodily immodesty. In episode 3, she says the toilet is clogged again, and proceeds to give an (interrupted) description of the dung itself. ↩︎
