Oh these are very simple. Just use your shapes tool to make the shapes around the photo. Then (do this on a different document) just basically do this part at 2:32 here: /post/9521712384. Put a gradient map on your picture and then your done.

Hmmm, I don't know how that person made the lines because the lines don't look like they were cropped like the picture. I can be wrong. The way I'm going to show you how to do it might be different from that image. I don't know, you tell me if they look similar when you create your graphic. 

Okay just crop your image so that you have no background. Then.... 

Put that image on your background. 

Go back to your picture and resize it (bigger). 

Go to the stroke effect and set the px of the line to whatever size you want. 

Make your image invisible by making the opacity to 0 or set it to overlay or whatever. 

ONLY YOUR IMAGE NOT THE STROKE!

Then you drag those lines onto the background and adjust it. 

You do the same step again to create your second line making the line bigger then the first one you made. 

it kinda sucks but is it okay? I mean, that's how it should look like, right? :s

Is the second link the one that you did because if it is. That's really good. I think your doing it right. How did you do it exactly? 

There are several ways you can do the outlines of the person. You can use the Drop shadow tool or you can make a new document, color the background, place it under the image, then use the eraser tool, the quick selection tool, the lasso tool, etc to outline the person then on the colored new document you add a Layer Mask. You should have the image outlined already. Once you have that done go to Select → Inverse. Then you go to the layer mask place your mouse on the mask while holding down the ctrl key. Press delete. Make your image layer invisible and you can see that the colored document is cropped out like the person. I see that the edited image has like an outline to the outline. The person used the stroke tool to make that line that outlines the outline colored image. 

Did that make sense? Lol. I tried to explain that part to the best of my abilities.
