Evolution of Foreign Policy Analysis
In the article that every discipline theory has basis. A basis means that the concept of a fundamental level that the phenomenon in the field of the study. As its International Relations studied . All field that occurs between the State and inter-State grounded on the decision maker was acting alone or in groups. To understand how humans consider and react on their around world and how humans shape and are shaped by their around world. However, previous training in international relations may give the impression that the State sanctifies in international relations.
According to Breuning[1] , foreign policy is also used as an attempt to understand the behavior of decession making and implementation of a State policy in any foreign policy. While Hudson sees that every foreign policy still contains the value of humanity, creativity and every thought that makes the policy.
Hallmarks of Foreign Policy Analysis Theory[2]
If the base of key decision makers in international relations act individually or in groups, some hallmarks theoretical follow naturally and provides the code foreign policy analysis. Exsplanandum or in gel a scan and be understood by reference or an external consequences for themselves against the nation-state. Something may be examined not as a single decision, but a constellation of decisions taken by reference on a typical situation. Eksplanans, the FPA is the factor that affect the foreign policy decisions and foreign policy. And a number of factors that influence includes, for example, some lessons have to show decision-makers have an impact on the color space that makes the decision. However the decision is not required, the original criticism of the FPA complex is not very accurate. The truth that two of the decision maker as a multi-factor, with the desired needs test variation more than one level of analysis (multilevel). The state is not a state because the agent is abstractions and thus not an agency. Only the individual is the real agent. Perspective of foreign policy analysis is the source of all the internal politics and all the changes in international politics is a specific individual who used their agency and acting individuals or groups.
Initial, first and second generation.
Walter Carlsnaes (2002) mentions that foreign policy was present amid civilization in the 17th century in Europe and later developed in America[3] . Then Hudson (2007) classifies dividing developments from comparative studies of foreign policy in several generations[4]. The first generation, which it calls as well as future Initial generation is inclined to realism and stresses the thinking on the contents of ontology as a clear scope, law enforcement and interests. The second generation, which came to be known as well as scientific this generation look more forward side of epistemology in foreign policy.
But in the process of evolution, and comparative analysis of foreign policy are classified into three generations.
The first generation (1954-1974) is described by several major works namely a) Decision Making as an approach to study of international politics, which contains about the concentration of issues to be discussed. b) Pre-Theories and Theories of Foreign Policy, which concerns the character of the policy-making. c) Man-Milieu Relationship Hypotheses in the context of International Politics, which discusses the importance of the policy and decision-making process itself. Second generation (first generation) related with some great works namely a) Decisions Making as an approach to the study of international politics, which contains a concentration of the issues to be discussed. b) Pre-Theories and Theories of Foreign Policy, which concerns the character of the policy-making. c) Man-milieu Relationship Hypotheses in the context of International Politics, which discusses the importance of the policy and decision-making process itself.

While the third generation which began in 1993 until today to compare and analysis of foreign politics influences the results of existing thoughts.
So it can be concluded that foreign policy is a strategy undertaken by the State in establishing relationships with other countries. In making these policies are many factors that support the process, including theory, thought, school and so forth. While the dynamics of the development of foreign political analysis in the science of international relations is also growing dynamically.
