So it turns out that caltrops are a Bad Idea to chuck in your settlements. Provisioners and Traders turn hostile if they stand on them. Once dropped, you cannot pick them up, nor scrap them. They respawn at random locations in the area that you threw them. This is what turned Trashcan Carla hostile!

Two things to help you along on Fallout: UPGRADE YOUR STUFF! Use your Perks to upgrade the power of your guns/weapons, makes it easier to stay alive if you can kill your opponent. Same goes for armour too, upgrade and make it as powerful as you can, and they'll have a tough time knocking you down. Second tip: Whenever you get into an elevator? Save. Your. Game. Have fun playing Fallout, and good luck!

Picking up a S.P.E.C.I.A.L. bobblehead after maxing out the stat lets you increase said stat to 11. *saves this knowledge for future playthroughs*
