UEFA will investigate Paris St Germain over possible breaches of its Financial Fair Play regulations. The French side smashed the world transfer record when they paid the £198million release clause in Brazilian superstar Neymar’s Barcelona contract. They followed it up by recruiting another of the world’s most highly sought-after players, Kylian Mbappe, on a season-long loan deal from French champions Monaco on Thursday. That deal comes with what was described as an option – but is thought to be an obligation – to then purchase the player next summer for a fee of around £166million, which would currently be the second-highest fee ever paid for a player. UEFA’s Financial Fair Play (FFP) regulations were introduced by its former president Michel Platini in a bid to ensure clubs lived within their means and only spent in proportion to their revenue. European football’s governing body released a statement on Friday which read: “The investigatory chamber of the UEFA Club Financial Control Body has opened a formal investigation into Paris St Germain as part of its ongoing monitoring of clubs under Financial Fair Play (FFP) regulations. “The investigation will focus on the compliance of the club with the break-even requirement, particularly in light of its recent transfer activity. “In the coming months, the investigatory chamber of the UEFA Club Financial Control Body will regularly meet in order to carefully evaluate all documentation pertaining to this case. “UEFA considers Financial Fair Play to be a crucial governance mechanism which aims to ensure the financial sustainability of European club football. "Geldmangel ist nicht das Problem des Werksklubs, sondern die schwache Anziehungskraft für Fans, Sponsoren und Topspieler. [..] Gerade war der VfL auf einem guten Weg, seine Einnahmequellen etwas stärker zu diversifizieren. Das Auseinanderbrechen des Kaders könnte jetzt aber dazu führen, dass die Abhängigkeit vom Hauptgeldgeber Volkswagen auf lange Sicht sogar noch größer wird, als sie ohnehin schon ist. [..] Seit 2011 legen die Wölfe keine Finanzzahlen mehr vor, als VW-Tochter fließen alle Einnahmen und Ausgaben des Klubs in die Konzernbilanz von VW ein, wo sie nicht einzeln ausgewiesen werden. Außenstehenden nimmt das Management damit jede Chance, sich auf robuster Datenbasis eine Meinung darüber zu bilden, wie es um den VfL finanziell steht und wie sehr er am Tropf des kriselnden Autokonzerns hängt. Immerhin gibt es Hinweise, denn immer wieder dringen Zahlenfragmente aus Wolfsburg heraus. So soll der Umsatz lange Jahre zwischen 160 und 190 Millionen Euro geschwankt haben. Im vergangen Jahr sollen die Umsätze dann dank der Rekordtransfers von Kevin de Bruyne und Ivan Perisic für zusammen fast 90 Millionen Euro auf über 250 Millionen Euro angestiegen sein. Damit läge der VfL im Bereich von Schalke 04 (265 Millionen Euro) und Borussia Dortmund (276 Millionen Euro) und wäre damit Teil der Bundesligaspitze [..] Die Personalkosten der Wölfe werden auf rund 100 Millionen Euro geschätzt. Auch das wäre annähernd so viel, wie Schalke (111 Millionen) und Dortmund (118 Millionen) für ihr kickendes Personal ausgeben. [..] Das Problem liegt in der Struktur der Zahlen: Dem Vernehmen nach pumpt VW jedes Jahr bis zu 100 Millionen Euro in den VfL. Das entspräche rund der Hälfte der Einnahmen ohne Transfererlöse. Die Erlösströme von Schalke und Dortmund sind wesentlich vielschichtiger. Bei Schalke zum Beispiel steuern die Sponsoren weniger als ein Drittel der Einnahmen ohne Transfererlöse bei. Nimmt man an, dass der VfL ohne die Ausnahmeerscheinung Champions League alles in allem rund 50 Millionen Euro an TV-Erlösen im Jahr kassiert, blieben nur noch rund 50 Millionen Euro, die der Klub mit Ticketeinnahmen, Merchandising und anderen Sponsoren erlöst. [..] Während die Bayern, Dortmund und Schalke mit ihren starken Markennamen zusehends im Ausland Fuß fassen und mit Sponsorendeals und Merchandising dort inzwischen zweistellige Millionensummen kassieren, fehlt es dem VfL schlicht an Popularität, um sich außerhalb Deutschlands nennenswerte Erlösquellen zu erschließen. Und auch im Ausrüsterbereich fällt der VfL in der Tendenz zurück. Im vergangenen Herbst feierten die Wölfe ihren neuen Ausrüstervertrag mit Nike. Dieser spült dem VfL über neun Jahre angeblich zwischen 75 und 80 Millionen Euro in die Kassen. Auch das ist im Bundesligavergleich wenig. Die Bayern etwa kassieren von Adidas geschätzte 60 Millionen pro Jahr, und selbst sie liegen damit noch nicht einmal im Spitzenfeld der europäischen Topklubs. Dortmund soll es immerhin auf 15 Millionen Euro im Jahr bringen. Schalke liegt mit aktuell 7 Millionen Euro auf Wolfsburger Niveau, hat aber die Aussicht, diese Summe ab der übernächsten Saison zu verdoppeln. [..] Auf Umsatzseite ist der Klub abhängig von Volkswagen und von Transfereinnahmen, während er auf der Ausgabenseite versucht, mit viel erlösstärkeren Klubs Schritt zu halten. Und die Waage droht mit dem Abgang der Leistungsträger noch stärker aus dem Gleichgewicht zu geraten. Steckt der VfL die Transfereinnahmen in die Verpflichtung neuer Topspieler, wird das Gehaltsniveau hoch bleiben. Die Transfereinnahmen wären dann schnell wieder aufgezehrt. Ohne die Aussicht auf regelmäßige Champions-League-Einnahmen und nennenswerte Zuwächse in den Bereichen Sponsoring und Merchandising kann der VfL sich solche Kaderkosten wie zuletzt aber nur dann leisten, wenn VW seine Finanzspritzen von 100 Millionen Euro pro Jahr aufrecht erhält. [..] Der VfL hingegen müsste jetzt am völlig überhitzten Transfermarkt schnell Ersatz finden. Und welcher Topspieler der Güteklasse Draxler oder Rodriguez geht zu einem unpopulären Werksklub, der nicht einmal international spielt? Wolfsburg droht der Rückfall in die sportliche Mittelmäßigkeit. Immerhin hätte sich das Thema Financial Fairplay bis auf weiteres erledigt. Vor zwei Jahren hatte die Uefa sehr genau geprüft, ob die Zuwendungen von VW ein Verstoß gegen das Financial Fairplay sind. [..] Aktuell kann der VfL leicht nachweisen, dass der Verein aus eigener Kraft profitabel wirtschaftet. Aber wenn mittelfristig wieder die VW-Gelder an die Stelle der Transfereinnahmen treten, könnten auch die Uefa-Kommissare den VfL wieder ins Visier nehmen."
