Um excuse me but the only reasons schools don't have enough funding in the first place is bc the government unequally allocates what already little resources set aside for Education it has to schools based on "demographics." In other words, standardized testing is the governmental cop-out to rationalize why they allocate resources unequally in the first place. Literally it's just institutionalized discrimination. IE: "well we'd give these students more money if they were just smarter."

Not to mention funding mostly comes from the local level where they have a better idea of what their schools need. You made a good point, but I don’t think funding is just based off of test scores, otherwise many of the schools in rural areas wouldn’t receive any funding and would have to close down.
Also funding can come from parents and those whom are successful in the area and donate to the school. When I was growing up, I went to school in a somewhat rich part of town. Someone’s dad worked at Microsoft and donated a bunch of computers to replace the Macs we had so that in computer lab class we could learn how to use Windows more complicated software. So again, it’s not just test scores that gets schools funding.
