Poor overhaul… horikoshi appeared to change his mind about overhaul’s quirk :(
Was this about that whole "Overhaul had his quirk remodeled in prison" thing? I don't know how much any corrections ever got around, but as far as I was ever able to tell, that was just based on a Twitter mistranslation of Overhaul's blurb in the databook.
The word translated as "remodeled" wasn't a verb, used to explain what was done to his quirk; it was an adjective referring to the nature of his quirk, i.e. the difference between "his quirk was remodeled" vs. "his remodeling quirk was ____."
There's a more accurate translation here; the pertinent bit says, "(...) both his arms were amputated. He received medical care, but afterwards his reconstruction quirk was scattered. " I take this to be saying, in effect, "He may have gotten his wounds patched up, but he ain't getting use of that quirk back."
So, I don't think Horikoshi changed his mind about anything, at least not in terms of Overhaul (person) and Overhaul (quirk). But, if anyone's wanting to explore, there's always fanfic! We know the "good" side had some people exploring Ujiko's work thanks to that vastly underutilized handwave about Best Jeanist, so it's not entirely beyond the pale.
Myself, I had the thought that it would be the easiest thing in the world for AFO to take the quirk, restore Overhaul's arms (using a prison guard's, if he needs the bio-mass), and then maybe returning the quirk to him with the understanding that there's now a debt owed--and surely, as yakuza, Chisaki must have a keen understanding of debt...
(Aside: I would normally provide the official translation as well, but the official translation of Ultra Analysis is a hot mess. I suspect some of it is an issue of space and format constraints, but that doesn't make it less of a hot mess. The text in question doesn't mention Overhaul's quirk at all, despite the clear reference to it in the Japanese; it just skips straight from "got medical treatment" to "now in Tartarus.")
