IRCC invited 3,200 candidates in the Express Entry. On December 13, 2019, Canada conducted a new draw in the Express Entry system. In round #132, Canada issued only 3,200 Invitations to Apply (ITA), 400 less than in the previous rounds. The lowest Comprehensive Ranking System score for this round was 472 points. The decrease in the number of the issued ITAs kept the minimum score very high. It is one point more than in round #131. The tie-breaking rule for this round was December 6, 2019 at 03:03:49 UTC. As of December 13, 2019, there are 134,635 profiles in the pool of candidates, 787 more since the last update. Canada invited 82,100 foreign nationals to apply for the PR in 25 rounds of Express Entry in 2019.

The Express Entry system manages the pool of candidates for three of Canada’s main skilled labour immigration categories — the Federal Skilled Worker Class, Federal Skilled Trades Class and Canadian Experience Class. Candidates are ranked in the pool based on a score awarded under the CRS that considers factors such as age, education, skilled work experience and proficiency in English or French. A job offer is not required in order to be eligible for an Express Entry invitation to apply (ITA), though additional CRS points are awarded if a candidate has one.
