Justice Society Legends: Evil Star
While the Evil Star is better known as a Silver Age Green Lantern villain, an alien mad scientist who built a special belt that could draw in cosmic energy, the Justice Society of the Golden Age had their own shortlived version of the character named Guy Pompton, a movie store owner trying to stop a studio from producing a movie that would expose his criminal actions.
In an adaptation, if Guy appears at all, I imagine he'd work best as a "starting battle" villain, maybe as someone that a few of the Society members are working to catch and chasing around a film studio. As for casting, pick any random dude who tends to pop up as the bad guy of the week in police procedurals. Hey, maybe Craig Robinson, get a little bit of memorable and likeable Doug Judy personality in there.
Green Lantern Legends: Evil Star
The Evil Star first appeared as a concept in 1948 as a racketeer named Guy Pompton who dons a costume and tries to sabotage a movie studio before it can release a film exposing his crimes. Years later, in the Silver Age, the character was reinvented as an alien scientist who created a starband to give himself immortality at the cost of draining the life from the rest of his race.
In general, this is the type of guy I'm talking about when I say "establishing first fight scene baddie." Imagine we're a movie or two in, we're showing Hal getting used to working as a Green Lantern, and he and is team are going after some alien mad scientist who tried to make himself immortal. That's basically all you need. As for casting, just anyone you'd typically cast as a bad guy of the week in a police procedural.

Evil Star
The super villain known as Evil Star was a contender in Roulette's Metabrawl and unsuccessfully tried to stop Green Arrow and Black Canary from shutting down the cage fights. The villain was later recruited into Gorilla Grodd's Legion of Doom.
Evil Star sided with Lex Luthor when he took over the Legion. He was among the few members of the team to survive after the Legion’s headquarters was destroyed by Darkseid. Returning to earth, Evil Star aided the Justice League in fending off the forces of Apokalips. The villain was last seen fleeing after being given a five-minute head start by The League.
Actor George Newbern provided the voice for Evil Star, with he villain first appearing in the first episode of the second season of Justice League Unlimited, ‘The Cat and the Canary.’
