Basically---at least, keeping my personal interpretation in mind---if it was someone who he considered of no importance (which is......... most people tbqh), he would simply glean pleasure from manipulating them. It’s not as though there would necessarily be any end goal, or that he would really want anything out of them. The manipulation itself often proves to be the true fun---just seeing what he could get the other person to do for his pleasure.
And when he’s done? He dumps the person without remorse. Or kills them. It depends ¯\_(ツ)_/¯
