That's not a dumb question at all, and thank you for asking!

Electors were not called that way because they got elected but because they did elect. They in theory did elect the emperor of the Holy Roman Empire (HRE). By the 18th century of course this had become a mostly honorific function as factually the title of emperor was inherited (within the House Habsburg, at the time). But yes, in theory the emperor of that "ancient régime" system had to go through a sort of election process before being crowned and had done so ever since the middle ages. It was a huge ceremony, usually held in Frankfurt's dome "St. Bartholomäus".

(For chronological reference: That's four years before Napoleon is born. Joseph II was a son of Maria Theresia. On Joseph's death in 1790 - we're in the middle of the French Revolution -, his younger brother Leopold of Tuscany inherited the crown, who died after only two years. Next in line was Leopold's son Franz - and this will be "Papa François", i.e., the father of Marie Louise, Napoleon's sworn enemy and loving father-in-law.)

When the House of Habsburg had gone extinct in the male line at the time of Maria Theresia, it was in fact a Wittelsbach (the Bavarian princely house) who had been elected emperor (Karl Albrecht - immediately tried to make war on Austria and got chased out of the country). That was one of the reasons why there was so much bad blood between Vienna and Munich and why elector Max Joseph was so keen on getting protection from France against any possible Austrian interference.
