Female harpies give away their surplus eggs willingly to male couples who they trust, so stealing them without permission would be seen as quite despicable, especially since it's not that difficult to acquire them if you're kind and respectable. Only a couple who is shunned by society and desperate for a child would do such a thing, and it's a criminal act that would be punished accordingly.
