Oh there are two answers to this question. Shorter one, that would fit petvengers, would be that since Bucky is kind of grumpy cat I thought about giving him something harmless to be grumpy about. Teddy bears (or in this case bucky bears) are as harmless as they go.

Though connecting his disdain for them with Tony’s quip actually kinda fits too. Thanks for pointing that out. I haven’t thought about it that way :)

Second and longer and not so petvengers approved (aka happy) answer tho this question would be my own headcanon for them.

It goes more or less like that (speaking of MCU): 

Back in the day of Steve dancing around US and generally being just propaganda poster boy he still believed in that promise that he will be given his own platoon. So when one day someone asked him something along the lines of “who would you like to be your right hand man” he answered “Bucky” without sparing it a thought.

Obviously they didn’t mean actual platoon (because like hell they’d let their golden boy go in harms way) but brand new line of comic books that were in the making.

Sure there were already movies (and I don’t think I’ll ever get over fact that those guys actually resembled Howling Commandos XD wonder if they originally meant to show that bit of footage later in film to show that propaganda machine kept going even after Steve more or less got out of it’s leash) but they wanted to make something more kid friendly (or just sell same story twice).

And that’s more or less how Bucky the child sidekick happened. Obviously later on Bucky Bears happened too.

Working with assumption that he didn’t know about Captain America and whole propaganda spiel until after the rescue. It must have been quite hilarious when someone connected the dots of “wait, so you are that Bucky from comics”…

I guess he officially would be grumpy abut it but actually find it funny to an extend.

But skipping few decades and going to actual question.

Post CA:TWS Bucky would hate that stupid bears. For various reasons.

From his perspective they show that even that long ago they toyed with his persona. Besides that bear simbolizes the Bucky as some idolized idea of a friend that never actually was. But with his warped perspective he thinks Steve may want back. Not as a whole ugly package but only the “good” parts.

And even if he knows it’s not truse the believing that part is still hard to archieve. So he hates classic Bucky Bears but I think he may like Winter Soldier bear. I think I need to draw that. Can’t remember if I already did.
