I’m not absolutely certain, but I believe this to be Isaac Walton Lake, West Terre Haute, Indiana. If so, that means this is an eastbound train on the former Pennsylvania between T.H. and St. Louis. The ample code line supports a main line such as that, and the sturdiness of the sign does not contradict the way the Pennsylvania built things back in the day. I’m quite taken with the formal language on that sign.
