So during the Spanish Inquisition everyone that was accused of not following Christianity (mainly Jewish people) was forced to wear the pointed hat. Then anyone associated with Jewish people were forced to wear the hat (and it was a source of shame to be wearing the hat because the hat by this point had been associated with Jewish people).

Then many years later people accused of witch craft were forced to wear the hat. Again it was supposed to be a source of shame specifically because it was associated with Jewish people (who'd been forced to wear said hat for hundreds of years as a punishment for being Jewish).

And the witches hat as well as the dunce hat comes from this antisemitic history. Where at first it was used to punish Jewish people, then it was used to humiliate others by associating them with Jewish people.
