Maybe Snow and Ice grew closer after Drizzle left? Because Ice had no siblings, and after the death of her mother + her father being so distant, kind of latched onto Snow (a little unhealthily), and Snow, having just lost her sister to the river, was like “eh okay whatever”?
Hmmmm I probably would be doing that… though i think you mixed the two up, icewillow’s sister is Drizzle them being the daughters of Loonflower and Reedfeather of Windclan…snow is still the daughter of Hedgehogtail (stormtail) and now Lilyfog who unfortunately…. They were not good parents having high expectations of there only daughter
