LOCO is probably my main organization in my campaign. It's the thing connecting all my PC's, they meet being assigned as a salvaging unit together.
Expose government secrets: Uncover and reveal the true purpose behind the scrapping of steam engines and the strict regulations around locomotives.
Sabotage Military assets: Disrupt the production and deployment of military technology and impair military operations, particularly the trains which are crucial for both military combat and transportation of materials. No long lasting damage is ever done to the locomotives themself as LOCO holds trains as sacred hence why they're against them being used for military purposes. They do make an exception for revolutionary groups believing in the long term benefits, there are those in the group whoever who oppose this.
Rescue and repair: LOCO believes each train is a sacred and will strive to rescue and repair trains best they can however when they're unable they're known to hold funeral ceremonies for locomotives.
