And then they start seeing this... Fucking ghost around the office?!? Not often. But Sonar is the first one to see her and everyone (including him) assumes it's a drug hallucination.

This small kid in a thick, wool cape jacket combo. Hair white as snow in an elaborate braid, eyes pitch black with flecks of ice in them, and a blue tinged skin tone. She looks like an expensive, unnerving doll people drop fat stacks for with a limited edition run and certificate of authenticity signed by the company owner himself. She quiet and there's this icy chill everywhere she goes.

They hear the newbie on their team has invisibility powers. They assume its legitimately a god damn ghost.

Yuki hears all this, and she feels bad but also thinks it's kinda funny. Z team is NOT the only ones assuming this shit. But she's not handling Robert's accident well and mainly just wants to quietly exist for a while. Chase thinks it's hysterical and worth any bullshit villain kidnapping for the jumpy z team shenanigans alone.

Eventually, Visi shows up and they're all baffled because that is NOT the little ghost girl they'd eventually started psyching themselves up to work with. Flambae was notably disappointed not to have a kid to mentor, stating how good it would look on record if he officially was being paternal or some shit with a ghost child.

Visi is just glad for the distraction until she recognizes Yuki as Robert's adopted kid (Shroud ABSOLUTELY knows about her, but his beef was never with kids of heroes, just Mecha Man).

Eventually, they get a call to save Yuki from a kidnapping attempt. Not sure who, but they get to see her playing with her ice while she waits, making little Mecha Man figures. Maybe they comment, thinking she's a stan, before it's revealed she was all but adopted by him before his accident.

(May be covering for the fact that Robert's name is on the paperwork, may be for a plot point that he hadn't actually adopted her yet officially)

That member eventually explains to the others that she's not actually a sad ghost girl, she's just... A sad kid. With weird fashion taste for California.

She makes her own clothes and Cali is so hot she layers her ice to stay cool without freezing the SHIT outta everyone around her or letting her blood boil. Her education, housing, and medical needs are government funded since they're studying several aspects of her. Mainly blood cause it's copper and perfluorohexane among other things. It's a genuine powerhouse of unconventional chemicals to adapt to the extreme cold of her body. Won't get into TOO much detail, I'm not a biochemist or whatever, but yeah... They're studying the shit outta her.

I imagine Phenomoman went through something similar initially, as well as most aliens or creatures. There are laws. Rights. Stuff like that. She's not being taken advantage of. It's VERY STRICTLY CONTROLLED, especially since she's a minor. But, as long as she cooperates, she'll be compensated for her 'work'. Maybe a government contract to do support by assisting in fire control (localized rain/snow) and maintaining refrigeration needs during black/brown outs. Mainly by making ice to keep critical things cool. Shit like that. She's not the only one doing this shit, by the way.

You can't tell me they wouldn't have carefully monitored alterations to the environment to help contain wildfires. Among other stuff.

She DOES need government clearance to change the weather to a certain, wide spread degree. No spontaneous snow days. Too risky for the local climate.

Basically, Yuki scares the SHIT out of them all while she's depressed but this sad, shy, lost child grows on them all.

Flambae STRUGGLES not to bitch that Mecha Man is her favorite hero, for all that he fully admits the man IS a great hero. He's good with kids, at least. Prism congratulates him on his restraint, while the others run a bet for how long till he cracks.
