In Digimon Adventure we see that the bond between humans and Digimon in the case of the original 8 chosen children comes from the mission to restore the balance of the Digital World, which had been disrupted by darkness. It's a bond that's directly tied to a system stabilizing function.
02 shows that there are more chosen children all over the world, though not all of them are connected to that same mission or even know about the Digital World, so the bond can exist without that function of restoring balance.
Hurricane Touchdown showed with Chocomon that Digimon can be reborn and that their bond can be reestablished.
In Tri it's shown that bonds are maintained as long as they fit within the balance of the Digital World, and when they stop fitting, the system acts to readjust or reset that stability.
In Last Evolution Kizuna we see that the bond exists as long as both share a path or a mutual need in their lives, and when that disappears, the bond fades even though there's still affection.
The original 8 chosen children are more closely tied to the initial function of balance in the Digital World, so their bond is more sensitive to changes in that condition. Takeru and Hikari, as part of the 02 generation follow a different pattern where the bond doesn't depend on that mission.
From that logic, Taichi, Agumon and the others will meet again when the conditions align once more (I still have hopes for another Digimon Adventure movie or series).
It doesn't matter if in 02 The Beginning the digivices are removed if it's understood that they originally form part of a system that regulates digivolution through the bond, but they're not essential either for the bond or for digivolution itself.
And, since the 02 epilogue suggests that coexistence between humans and Digimon is already stable, there'll come a point where the bond no longer depends on external control like Homeostasis or on a crisis such as the imbalance caused by darkness in the Digital World.
To reach that future of the 02 epilogue… will Diplomat Taichi have managed to "negotiate" any peace treaty?
