In season 2 the writers took his character in a 180 personality flip just because they needed another villain. Instead of just. Introducing a new one. He is not an evil man but suddenly he's totally okay with just imprisoning and experimenting on his friend. Also, they turned him into an asshole and then used him to redeem the previous white guy villain.
