This is the way Victorians kept their drinks cool. This is called a demijohn, a bottle covered in wicker, and it dates from the first part of the 19th century. The would soak the wicker in water before leaving. The evaporation would help keep the contents of the bottle cool.

This early 19th century demijohn was used to keep drinks cool in the days before refrigeration. Soaking the exterior wicker covering with water would chill the contents of the bottle inside as the water evaporated. Even a few degrees on a hot day would help!
