I think there's something to the fact that Victor is objectively really smart, but shouldn't have brought life into the world. I think it mirrors that not everyone is fit to be a parent and shouldn't just have children just because they have the power to do so. Loving a child, nurturing it, preparing it for life not just breath is hard. You don't get to take a day off, you have to be careful with your emptions so they don't learn the wrong thing. It's probably the most difficult job in the world - being a parent.
And just because he could make life doesn't mean he should.
As soon as he knew about Elizabeth and her ability to teach him, Victor should've swallowed his pride and asked for help. But too often do we see parents not taking advice because they think they can do it better. (Sometimes they're right and they break generational trauma, but that's a different conversation. )
Creating life may be easy (Victor seemed to enjoy himself so you be the judge of whether or not building the monster was particularly hard per se), but parenting is a challenge, especially when you're still traumatized by your past.
