"I certainly can understand how it's much more convenient when you're trying to get a specific aim out of people when they do fall in line. There's less that you would have to account for in the process. And after a while, I'm sure you notice this - there are similar patterns of behavior that come up that makes organizing .. more of a fruitful process for those who undertake it."
It just seems for Atieno it seems like for every period where people do fall in line (whether they should do so is an open question to them) that, some presence among them always tries to gum up the works. It's almost interesting, curious to them to see what might actually break up plans next.
