​There's no definitive answer to that in canon, so I can't say for certain either.
This would really be dependent upon the writer. However, they do include Kon's New Earth canon when explaining "Kon's" (Match assumed to be Kon) background:
Suicide Squad (2021) #3
So it would make sense if he still had his New Earth memories/background since the events of Teen Titans (2003) are canon in this comic.
But really this topic can go either way. There's definitely room for interpretation in either direction.
