Cyprus tech has more to do with firearm weaponry than any sort of seal or restraint, and it was the Conclave who funded most Cyprus tech (Ariels was a hidden backer as well, according to King Daryl).

That said, Ky stated that they performed all manner of “tests” to determine if Elphelt was human or not... and they did confirm she was a Valentine.

Ky, Leo, and Daryl agreed to put her in the restraint as a temporary measure until they could do something about Elphelt’s sister Ramlethal, since it was Elphelt who first gave them the intel, but she did not know to what extent the Conclave or Ariels were involved at the time.

The condition was that Elphelt would be restrained until it came time to incapacitate Ramlethal, because of the unique power both sisters have over one another.

At first, Ky asked for Leo’s approval, but because Leo wasn’t immediately receptive to the situation, Ky went over Leo’s mandate of keeping Elphelt restrained, which caused a bit of friction, but was a risk Ky was willing to take.

That’s all we actually know about the restraint device, so most likely it was something all three Kings came up with (though, it’s still very possible it is based on Cyprus technology, though we can’t say for sure.)

Ariels was responsible for a few things, like Elphelt's and Ramlethal's basic clothing or Valentine's physical appearance resembling Aria Hale, but the weapons themselves have a different story.

With Elphelt's Valis Cyprus Tech guns, that was all connected with the Cyprus Project, which apparently is something Ky Kiske knows about in relation to Illyrian technology developed by the former members of the Conclave. Pope Ariels might have funded it, but the actual details on what was made are still rather vague (though it's indicated that King Daryl is also aware of certain things being worked on… like the Airship Fleet he eventually commandeered).

Even if Ramlethal's weapons had some connection with the Cyprus Project as well… there's no evidence to indicate it right now.

Furthermore, the Cyprus Project itself was described as "weapons developed as Anti-Backyard technology", meaning the weapons themselves were meant to be an Anti-Valentine deterrent along with the O.P.U.S. Gears.

Though you could argue that Ariels was "telling a lie" when developing those weapons and Gears… the premise, and the people working on the project would probably not have been aware that they made a weapon FOR a Valentine in the first place.

It's just like the idea of a GEAR wielding an OutRage weapon… Gears are scary enough… OutRage are even scarier… but for one to wield the other is unheard of (unless of course it's Sol Badguy who built it in the first place).

Obviously, Ariels was very deeply involved with the creation of the Valentines, however she wasn't the only one who created Valentines, much less weapons connected with them.

Asuka created Jack-O'… and he created Justice along with the OutRage Armor that Justice used during the Crusades and after.

Since Valentines are very closely connected with Gears… it wouldn't be a stretch to say that the OutRage technology, or even Cyprus/Oratorio technology (or, if you want to completely blanket it, call it Illyrian Technology) were built based on the knowledge acquired to create Gears in the first place.

But, well, time marches on… it's obvious that Ramlethal's RATTLE Swords have been upgraded since Revelator's events, so either Ramlethal herself made the upgrade, or someone was helping her (possibly even Sol, who knows?)

There is a Gear by the name of Gunsmith Dog (no relation to the Junkyard Dog weapon) who runs a group called "Bullet Heaven" and is apparently responsible for Sol's weapon modifications to some extent.

Considering the idea that the Universal Will is something Ariels wanted to “control” despite being a Human, she’s probably being cautious in case such a being from the Backyard were to suddenly be uncontrollable and turn on her.

For example: If you had Cerberus the Tri-Headed Dog of Hell on a leash, you’d be cautious too, I think.

Anti-Backyard Weaponry is designed mostly for dealing with the Valentines themselves, I suspect.

Unfortunately there is no solid way of knowing where the Mass Production series originated as there were multiple branch locations and laboratories besides the ones Crow Kuruwaba worked in.

We first learn about the Mk.II and Mk.II Substance units in Guilty Gear Isuka at an Underground facility that seems to have later been destroyed.

Members of the Bureau have to take precautionary steps to prevent anyone from connecting them to the Conclave, so each base is equipped to self-destruct, as Crow once indicated.

Unfortunately we don’t know for certain where or how Elphelt obtained her weaponry…

While it is true they all come from the Cyprus Project… Elphelt did not appear to have them when she was “getting married”, or, assuming she did have them… she made no indication that the Conclave had given the weapons to her… although they had spoken with her at one point in time prior to speaking with Ramlethal.

Because she had emotions and a conscience, she was deemed ‘defective’, and considered a liability by the Conclave, though an insignificant one, considering how the public now views Valentines.

I couldn’t begin to guess.

It’s a possibility that the Postwar Administration Bureau will become its own group now, but until more information surfaces we’re just left wondering what will happen next!

That includes anything related to the Cyprus Project and the Second Frasco Laboratory.

The Cyprus Project refers to the Island of Cyprus in the Mediterranean where the Conclave developed a hidden Weapons R&D Laboratory facility… they also have a “Second Frasco” lab under their control in that region as well.

Ky Kiske remarks that Elphelt Valentine somehow managed to get a hold of several firearms from the Cyprus Project that the Conclave were developing.  Basically it’s Anti-Backyard Magic Bullet technology (Black REtech) that they kept under wraps for many years, despite the Technology ban of 1999.
