Okay but what if...
Katsuki becomes the hero Ground Zero and his coworkers love to point out how unlucky he is.
At first, Ground Zero didn't notice anything. Calls in his area were all basic purse snatchers and other none remarkable things while a block away friends would be responding to a ramaging quirk that he was closer to anyway.
Things only started getting weird when he witness a villian in action. First, an alarm triggered when he arrived on scene. Second, the lights shut off when he entered. Then lastly, and possibly worse, the smoke from his exploitations activated the sprinklers.
From then inconviences became more prominent. Automatic doors never opening for him, random fire alarms misdricts from his GPS. On one occation his work computer fried making him spend many nights retyping reports. Overall they were small things that would be passed off as bad luck. That was until a raid went horribly wrong.
A villian organization, calling themselves prophets were finally pinned down but as they were attacked they knew sensitive information. They knew what to say to get under each hero's skin. Somehow memorized the parameters of each hero's quirk with line men to suit each attacker.
They were taken care of by the hero's but somehow were prepared for an invasion as if they were warned months ahead of time.
Upon investigation police found files on each participating hero all signed D3K0. The file of Ground Zero was the note. "Tell him I will always be watching."
