i usually only see it in a context of “this is stupid but i think it’s funny” and they basically don’t apologize for the joke/fanart

Now, y'see, that's fine, I don't mind that. It's just someone being benignly dumb, recognizing they're being dumb, but really don't care because they're having fun with something.

I'm talking about when people are out to aggressively and assertively make a point. I mean, that in itself is fine, we've all got things that we feel strongly about to the point that we try to assert those beliefs unrepentantly and without room for coercion, but adding that little bit at the end just sounds like such a huge, unneeded 'fuck off' when it's unsolicited.

As far as villains go, he’s certainly not a bad one. He’s built up as a huge threat throughout the game, someone not to be taken lightly, and quite clearly mad with power and ambition. The only problem with him is that, though the consequences of his actions can be seen in every facet of the world, the Doctor himself has little to no actual presence. For the entirety of the game, he’s sicking his attack dogs Misery and Balrog on the player, mostly Balrog who, until later boss fights, is a laughable challenge at best. He says next to nothing to the player, we don’t get to see him do anything other than transmogrify a single Mimiga, and while we do develop a deep hatred for the things he’s done, it doesn’t quite transfer all the way to the Doctor himself.

Now, I understand WHY it was handled the way it was. In the state Quote is when he first meets the Doctor, he’s in no way prepared for that sort of encounter and the player would die within two seconds if an actual fight broke out. Secondly, it keeps the player guessing as to just what the Doctor’s capabilities are and further builds up the eventual boss fight against him. Both of these serve the game as a whole, but work against the Doctor from a narrative standpoint. All we see of him is a scientist in a silly hat. That’s it. If we’re meant to revile him the way one should a villain of that type, then we should actually bear witness to more of the atrocities he commits. More than just the transformation and weaponization of a single Mimiga, but the betrayals he committed, the eggs he massacred, the Mimigas he killed and captured, the lands he razed in his quest for dominance. Again, I understand a lot of the reason why this wasn’t done, and agree with the reasoning, but it gives the Doctor himself a weaker presence. That’s why we give him shit. That’s why we don’t give him the credit he may deserve. He was cunning, brilliant, cruel, ruthless, and actually quite an intriguing individual, but because we actually see none of that, we as players aren’t given a chance to properly process all of that, so it turns into just a bunch of empty descriptors.

I’m not saying the Doctor is a BAD villain, or even that he’s poorly presented, just that a lot of the nuances you bring up are very easily lost on most players, at least initially.

It doesn’t help that, even with his satisfying payoff in the last few bossfights, he’s utterly overshadowed by the TRUE Final Boss: Ballos. I mean, I’m sorry, but a sorcerer driven mad through years of torture to the point where he’s made to wipe out his entire people, nearly destroy the world, and set in motion the events of Cave Story while begging for a death that refuses to come to him for centuries is just SO much more interesting than ‘mad scientist who wants to take over the world’.
