Cidade De Dios (City of God) ?
Although it's critically acclaimed, it hasn't quite gotten to the level of mass acclaim yet, so I would say it's underrated. It's unfortunate that powerful movies like these don't get consumed by the masses because it's such a haunting and thought-provoking film that I think everyone needs to see. Fernando Meirelles is a tremendously talented director who doesn't shy away from controversial topics (see: The Constant Gardener) and he has a style of directing that complements the genre he's trying to portray on screen.
