Allegedly will cause havoc, due to PROMESA (Supervisory Board, in apparent control of Puerto Rico's finances, with "Draconian", cuts in labor week, and reducing pension benefits to former government employees, among other future budgetary and foreseeable - more drastic unpopular among  Citizens, and affecting with uncertainty the Commonwealth of Puerto Rico, public concern, and most federal, and local programs.
