It's pretty much confirmed that Clock is Lucas, and I have another theory
What if ITFT (in canon) is getting cancelled and FloNOW are meddling more as the season ends?
Per ITFT [5:00], ITFT is created by Lucas Cokley (b. 2/27/1997, making him 29 years old), but as Mars Rover said, he flunked out of high school, failed to get into his dream art college and ended up working in a decrepit diner, then how did he created ITFT? Maybe his original draft for ITFT was shopped around different studios until FloNOW (or an affiliate, most likely Chasie Films) picked it up, and Lucas was left off the crew, or he declined after seeing the revisions FloNOW made. Mars Rover (who I'll theorize being either the director/writer) was hired by FloNOW. We'll assume, for the sake of the theory, that FloNOW has a programme for prospectant creators to share their ideas and if it's good it'll get picked up.
Anyway, Polka Not has another spot, the second largest, replaced with FloNOW's color, weird that. She also replaces Polka Dot when she is uncooperative.
Back to [10:00], "To experience time in this new world, Wasn't it wonderful, Lucas?" was a direct call-back to [1:00]'s post-credits scene, which means Mars Rover was talking to Clock from the very beginning, And the giant TV chasing Clock might be a prototype of the clocktower.
