Cleo is an incredibly toxic person who manipulates people into getting what she wants. She has no issue hurting people and bullies those she feels are inferior to her. She only sees her boyfriends as ways to get what she wants and had no issue hurting them/cheating on them/belittling them/etc.
And
Cleo is a teenage girl who has probably been sexualized her entire life. Adult men openly lust over her and nobody seems to care. Living with an alcoholic foster mother who regularly neglects and abuses her, she enjoys the attention. She briefly shows kindness to Joan and seems genuinely happy when they go out together.
Cleo is a terrible but complex character. If she returns in the Clone High reboot I hope she gets some kind of redemption/character arc. And a girlfriend.
