Grasshopper Firetail - Cicadetta abdominalis
The genus Cicadetta (Hemiptera - Cicadidae) occurs across Australia with the greatest amount of diversity in the south-east temperate areas. The group is easily recognized by the unusually large male genitalia. Most members also have orange coloration on the abdomen. All species have six apical cells in the hindwings.
What you see in the picture is a hairy little Cicadetta abdominalis freshly emerged. This species is commonly known as Grasshopper Firetail and also as Tea-tree Firetail. It occurs from the Brindabella Range in the Australian Capital Territory south into Victoria and the eastern part of Tasmania.
