so keundal is 7th rank. there is another coworker, also 7th rank, but older. let's called him chief. he is not keundal's superior tho, they have same rank! but chief saw that keundal doesn't have good family backing, young, inexperienced, and seemingly never have bad experience, thus he "bullied" keundal, or, in his own words "let him experience the hard life." how did he do this? he deliberately gave complicated and cumbersome tasks to keundal, deliberately reject keundal's works thus forced him to redo them often, while himself "socializing" with 9th rank employees with ties to higher ups. making it seems like he is being generous towards this person but actually he tried to "hugging thighs" of someone who benefits him.

so of course when moondae took over, he determined to "get rid the pest" as usual. chief caught him talked with the 9th rank several times, and in his panic tried to subtly demean keundal in front of the 9th rank who surprisingly (or not) taking keundal's side. until in the end he rejected chief's usual "hanging out" offer.
