I don't think it's ever said directly, but the implication is that the "sand" of Level 3 is basically corpse dust from the people who have died on this floor plus the ash that's come up from Level 4 from the vats of boiling blood. The average body, if cremated, makes between 4-8 pounds of ashes, so, uh, that's a lot of dead bodies they're stepping on

This attitude tracks with what Garp says on Pirate Island.
I had forgotten that it was Sengoku who revealed to the world at large that Luffy and Ace were brothers. I figured it was something that only came to light during Marineford.
Which is interesting, because it means Garp probably told him. Just when he would have done so is anybody's guess, but it's got implications for Garp and Sengoku's friendship. One imagines that's how he figured out Ace's parentage as well, since it's not something that's otherwise well known. If that's true, the fact that it's been kept secret all these years is a small point in Sengoku's favor.
