This is the first time in this flashback that we see Kuzanās eyes, giving us the first glimpse into his humanity and seeing past the fire and destruction reflecting in his glasses as heās forced to see the truth of the Buster Call, whereas Sakazukiās eyes stay firmly in shadow until his reappearance during the Marineford arc, symbolizing his continued willful blindness
This speech by Kuzan is one of the most important ideas regarding Justice in the series, because itās what sets him apart from characters like Sakazuki. In Kuzanās eyes, whatās right and wrong can change depending on the circumstances, whereas to Sakazuki itās Absolute, carved in stone just as much as the poneglyphs he hates.
Kuzanās able to justify the attack on Ohara because heās convinced himself (or let himself be convinced) it will result in a net positive in the world. Itās this mental and moral flexibility that allows him not to be angry with Saul for single handedly destroying half the Buster Call.
Remember, Saul and Kuzan are friends, and the ships previously under Saulās command are part of this attack. Saul has likely killed former comrades and friends in his defense of Robin. He knew those people personally, and Saul himself says his own Justice is confused. Saul doesnāt know whatās right and wrong here, he just wants Robin to be safe.
And thatās the drawback of having a personal Justice that can shift and change. Thereās the chance you can end up in a place where you donāt know what to do. As Kuzan says later, the pursuit of Justice has known to drive people mad. Characters like Sakazuki donāt have that anguish of having to try and decide and sift through nuance of real life. And because heās convinced that heās always right he never has to challenge himself enough to change.

I mentioned it before during the Alabasta and Skypiea arcs, but...Robinās always been a character who smiles a lot, even when sheās unhappy. She may not have been dereshishishiāing it up as she grew older, but you can see her putting Saulās advice into practice until it becomes second nature. And the first person we see genuinely make her laugh as an adult is Luffy during his fight with Crocodile.
Itās not an accident thematically that a character with a D initial taught Robin how to laugh, and it was another D twenty years later that made that laugh genuine.

But it makes perfect sense that if Saul sunk five of the ten ships of the Buster Call and Sakazuki blew up a sixth that the Government would have to manufacture some bullshit reason to explain the losses. Like, even ignoring the Oharan genocide, a ton of people died during this attack. Six sunk warships worth of marines isnāt something you can just hide, so the Government lies instead
