Certified Payroll vs. Regular Payroll
Certified payroll is not a different payroll system. It is regular payroll with a federal compliance layer bolted on top the moment a contract involves federal money.

Certified payroll: everything regular payroll already does, plus a prevailing wage requirement set by the Department of Labor, a weekly Form WH-347 report and a signed statement of compliance for every worker on the federal portion of the job.
