"I can submit whenever, it's not that strict" — it's weekly. Every week the project is active. A late report can hold up that week's payment because contracting officers have to confirm certified payroll is current before approving an invoice.

"One small error isn't a big deal" — one transposed wage rate or mislabeled trade classification is enough to trigger a deficiency notice, and fixing it usually means digging back through several weeks of records to find where it went wrong.

"This is only a federal thing" — most states run their own prevailing wage laws too, sometimes called "little Davis-Bacon" laws, with their own rates and reporting formats. Multi-state work multiplies the compliance load fast.

"A pattern of missed reports is just annoying, not risky" — it can lead to back wage assessments, fines and debarment from future public work. Debarment can follow a company for years.

The actual fix is boring, but it works: pay the prevailing wage, file Form WH-347 (or your state's version) accurately, submit it on time, every time.

1. Wrong worker classification A laborer and a carpenter's helper are not the same thing on a wage determination. Neither is an equipment operator. 3. Getting the overtime wrong Davis-Bacon, FLSA, and your state's prevailing wage law all have different overtime rules — and they stack. Federal overtime after 40 hours a week. Davis-Bacon prevailing rates for the first 8 hours a day. Some states add daily OT on top of that. Trying to run all three from memory on a Friday afternoon is how errors happen. Fix it: Write down the overtime rules that apply to each project's jurisdiction before work starts. Check it every week.

4. Claiming fringe credits without the paperwork to back them up You can submit a clean WH-347 every week for two years and still have a problem if the DOL asks for your plan documentation and you can't find it. An insurance card isn't documentation. A pension enrollment form isn't documentation. You need the actual plan docs showing what you contribute per hour. Fix it: Organize fringe documentation at kickoff, not after the audit letter arrives.

5. Late submissions (or just... not submitting) One late week is recoverable. A pattern of missed submissions tells auditors your back-office controls are weak — and that tends to expand the investigation beyond the submission timing into whether workers were actually paid correctly. Fix it: Shared calendar. One named owner per project. Self-report immediately if you miss a deadline.

The honest truth? None of these are people problems. They're process problems. Every single one of them is fixable before your next project starts — no software required.
