i think basically cc's relationship deal is she has spent the past three decades only really interacting with other soldiers and puts them all in the off limits physically incapable of perceiving them sexually fraternization no go zone. Possibly a dead wife thing going on here w someone who didn't survive akuze also? esp w people younger than her she very much positions herself as the Dependable Commanding Officer and maybe if she likes you might adopt a mentorial vibe but it all remains very professional. and then liara really fucks with all that on account of being a civilian scientist who is literally older but technically relatively younger than her and it made cc feel funny when she said she wanted to study her like a bug.
