it's pretty small, he probably has just a cot and a small closet where he can put his uniforms and training outfits, as well as a tiny bathroom! it's locked from the outside at night, and there's a camera in there that's fixed onto his cot <3
part of it is sort of "noble" in a way, where they want to get rid of the watchers because of how messed up they are, but they're also all just pretty generally jaded at the world, and ESPECIALLY people in positions of power - the watchers, for one, but also all governors, mayors, any big business owners, etc. their goals are, and have always been, to take these people down (though, with grian's arrival, these goals have shifted a bit :D)
not too many, but definitely enough that they're considered a dangerous GROUP rather than just one dangerous person. probably around 15-20 total, with 3-4 being the "top" watchers, about 10-12 being in the middle of the pack, and the rest being at the very lowest level. grian, of course, is at the bottom of the barrel. the others with him that are also so low in the group are unnamed characters, and unlike grian, they've kind of accepted what the watchers have taught. grian is the only one who has tried to escape
good question!!! it's not like a dog collar, where it's super obvious what it is. if anything, it looks more like a choker necklace, or like a part of his uniform - very thin and very unobtrusive, but definitely not painless :D
