Please, don’t. I don’t know where you read that part, but Braum’s concussive doesn’t scale off AP. It scales off levels. It’s a fixed number.
At level 1 you get 40 AP damage out of the stun + 14-48 bonus magic damage per hit from Braum’s. What you want to build with Braum is Magic Pen items. Wit’s End is a godlike item on Braum and Devourer. With that thing for some with the passive it deals 120-240 per hit. Getting either Gauntlet or Trinity Force helps a ton, but BotRK is my favorite item to rush when jungling as Braum (after devourer), then Wit’s End.
The only AP scaling for Bard is his ult which is 60%. Also, communicate with your team about your stun, since your Magic Pen will only work if you stun the champion, if your ADC doesn’t have any Magic Pen, the concussive Blow’s stun damage will not be as big if it was Braum. So either you or your APC should do this.
