They were, especially at the beginning of the filming. Sean Astin talked about his with fitting, which I believe is where he first met Elijah, and getting his with ripped off while filming, in his book about his experience of being in the movies. It wasn’t a full wig, though: they pulled the actors’ hair through the wig, to make them extra fluffy. As they got further into the journey, the fluff was reduced, and they possibly did some scenes with just their own dyed hair.
