it's mostly just artistic expression! the idea of having a third eye/tentacles/tattoos just caught on, since it's a really cool idea to a lot of people. it's definitely just common fannon, since all we know about cecil is that he has a nose and a mouth and is pretty much average weight and height.

i think that's one of the amazing things about the nv fandom, the idea of what cecil looks like (third eye/tentacle/purple skin/etc) just catches on and i think potentially in the future we might have a one idea of cecil that everybody keeps drawing, because we will have "honed" him down to one idea of what he looks like. hopefully this won't happen lmao but people really do have some great ideas that people will want to "copy"- not really copy, but use for their own art.
