Bid extension keeps Coal Handling Plant tender unchanged
BHEL has granted additional time for bidders participating in the EPC package for the Coal Handling Plant and Limestone Handling Plant at the BCGCL Coal to 2000 TPD Ammonium Nitrate Project in Odisha. The Rs 3 crore EMD, two-part bidding process and six-month offer validity remain unchanged despite two successive deadline extensions.
The package is considerably broader than a conventional EPC contract. The selected contractor will undertake engineering, procurement, installation, commissioning, performance guarantee testing and five years of operation and maintenance. The Coal Handling Plant therefore becomes a long-term reliability package rather than a construction assignment. All tools, equipment, cranes and operational consumables remain within the contractor's scope throughout execution and O&M.
Corrigendum-I shifted the submission deadline to 30 June 2026, while Corrigendum-II further extended it to 7 July 2026. No revisions were made to technical specifications, commercial terms, security deposit, retention or ordering philosophy. EPC contractors India therefore receive more preparation time without any reduction in commercial or execution responsibilities.
EnergylineIndia.com notes that the package remains commercially indivisible even if BHEL issues separate purchase orders for supply, installation and operation. Performance obligations continue across every stage of the contract, including commissioning and long-term maintenance.
For suppliers specialising in Material handling systems, the extensions indicate that bidder readiness is being encouraged without weakening procurement discipline. Coal Handling Plant packages of this scale increasingly require strong vendor networks, reliable commissioning capability and disciplined O&M costing. Future Coal Handling Plant tenders may continue following this procurement approach, Coal Handling Plant, EPC Projects, Industrial Engineering, Material Handling.
