I love that you called it a fanfic. The translation really does come across as stilted (painfully so). The guy who translated it does a great job with his stuff so I wonder if the raw, which I haven't read, is like that too. Nisioisin might have fallen into the trap of "19th century man = speaking like he's in made-for-TV period drama." imo this doesn't really suit Dio, who Araki ties throughout Part 1 to the concept of the Modern (in contrast to Jonathan's traditionalism). Dio's a guy who uses a 20th-century boxing technique in the 19th century and who Araki feels free to write dialog for in both English and American slang. His journal should be a lot more fun to read.
