I really want to talk about the Ulchtar scene in depth by itself because I think the scene in Issue 24 is the best in the series so far and somewhat full circle for his character.

So we see that before the war, Starscream, or more technically, Ulchtar, was actually happy and kind, also having had close friends in Genvo and Skyfire.

The scene of them and Omega Supreme (and a scene later on in Issue 20) paints Omega Supreme as a legendary Cybertronian that passes over the planet. Ulchtar is adamant in trying to get the attention of this legendary being and is ultimately successful, getting seen and waved at. This likely becomes a core memory of Ulchtar, while also being one of the last times everything seems normal for him.

When the war comes, Ulchtar is caught in the middle as a neutral, only surviving at first because of Genvo. But when Genvo dies and Ulchtar meets Megatron, Ulchtar and his innocence are "killed" by the conflict, and Starscream becomes the dominant presence in the mind being driven by hate.

And then, after however long the war has been going on and Starscream loses himself to his hatred, Omega Supreme returns on a flyby of Earth and waves at Starscream once again. This lets Starscream see past all of his hate and back to his original memory of Cybertron. Of Genvo and Skyfire being his friends. Of being Ulchtar.

Now remembering who he used to be, Ulchtar is "revived" and becomes the dominant force again.

Being free of his hate and of Megatron’s grasp, Ulchtar takes the chance to free himself from everything to try and find peace.

But, of course, it seems the Decepticons won't let Ulchtar rest as his barely alive body is taken away.

RIP to Shockwave. He was a horrible person, but he was definitely Soundwave's wife.

Somewhat sad how the Optimus and Elita-1 dynamic is in the series

Seeing Starscream/Ulchtar's backstory was amazing. He looked so happy before the war. Him, Genvo, and Skyfire seem like such good and close friends. And his fascination with and acting like Omega Supreme is a legendary being was cute.

But of course, Megatron and the war had to come along and ruin Ulchtar's life and turn him into a horrible and broken person. I don’t know if I'm understanding it right, but it seems as if Megatron is controlling Starscream somehow.

Also really like Thundercracker in the series too. His sense of not wanting to unnecessarily kill humans between this here and the earlier attack on the aircraft carrier is a nice touch.
