I don't know how to prevent bubbles but streaks can be avoided by applying your coat(s) thickly. When the polish is thick, it will spread into itself and smooth out as it dries. You just have to let it dry for longer. You also don't want to use too many strokes when applying it as this can disturb the polish while it's trying to settle and dry, creating streaks. I find polishes with wide, flat brushes are really good for this.
