Out of curiosity, who is the other parent of Storm, Phantom, and Rora? Who’s Lus’s other parent? (It’s okay if you haven’t decided/don’t know-no pressure). Do any of the canon ghouls other than Omega, Chain, Aether, and Zephyr have kits currently? (This is also kind of dark…but dare I ask what happens if a ghoul the clergy wants to breed mates with a ghoul the clergy didn’t pick for them or doesn’t want to have kits at all?)

So in the case of Storm, Phantom, and Aurora's parents: Aether is their only "named" parent. Storm is older than Phantom and Aurora and their half-sibling. In my own lore/AU, their other parent is just a random ghoul (unrelated to the band) that was summoned or assigned to this task! In the lore/AU, this happens pretty frequently.
For Cumulus her other parent is Aero!
Sunshine and Swiss are siblings in my lore/AU, too... their parents are Crust and Ifrit (most of my "shipping"/pairing is based off vibes more than anything else).
But! For the other part of your question: if a ghoul doesn't want to have kits at all the clergy typically respects that decision, especially in more recent years. Ghouls choosing another ghoul to couple with is also encouraged if it does happen, so that isn't typically an issue for the clergy because they'll still get their kits!
